| LMC Strategic Planning - 11/14/2007 |
At the meeting of Wednesday, September 5, 2007, the LMC developed a revised mission statement and planned the next strategic planning step. The revised mission statement is, “To enhance collaboration by solidifying trust and communication between labor and management in the community.” Attendees included Khensa Karim, Executive Director, SMACNA-KC and Robert Zahner, Senior Vice President, A. Zahner Company.
Another meeting was held on Monday, October 8, 2007, during which the group discussed who should be involved in the LMC, what services/activities the LMC would offer, and what would be the LMC’s impact on labor-management relations in the greater Kansas City region and beyond. Desired participants were: fair representation of union locals and corresponding employers in all sectors; representatives of all groups; and services to organized labor and their employers, with noted partners of: community economic development groups and chambers; educational institutions; media; charitable organizations; and workforce development councils.
Services and activities identified were: resource center for industry groups; leadership development; develop case studies of best practices; direct education; forum for workforce development; forum for economic development; consensus builder on public issues; forum to allow for communication, coordination and planning within and across sectors; leadership in diversity; develop and provide programs and curricula for professional schools; access to public officials; coordination of training needed in the community; disseminate information on successes; ideas/resource on health care.
Desired impact on labor-management relationships in the greater KC area included: organized sectors are competitive; more attractive community for business and workers; culture of problem solving through collaborative efforts; increased understanding of the value of organized labor; recognized and listed as one of the economic tools in the area; the Kansas City region recognized as a leader in labor-management relations; and more vibrant regional economy.
The meeting of Wednesday, November 14, 2007 was devoted to identifying the key issues to be resolved in order for the LMC to achieve participation, activities and impacts from the previous session. The group determined that generating “meaningful participation in the organization” is the key. The group then brainstormed on the process of achieving this goal: build on leadership development, organize committees by business sector, establish benchmarks or goals, more effective marketing and communication, structure board to reflect committees, establish value proposition and concrete goals for committees and prioritize activities. The next step will be to form several industry committees and determine which organizations will participate. Smaller groups were formed to develop a desired participation list, with reports to be given at the follow-up meeting.

SMACNA National 2007 Annual Convention took place from October 21-25 at the Mandalay Bay Resort & Casino and THE hotel in Las Vegas, Nevada. Robert Zahner of A. Zahner Company was elected to a four-year term on the SMACNA-National Board of Directors. Mr. Zahner brings a Midwest perspective to the table with a strong knowledge of both the construction and architecture industries. He has a history of outstanding contributions to the Sheet Metal Industry. He has held many high profile positions and served on many Boards, Committees, Task Forces, and Panels in the construction industry, and continues to do so. He has also served as SMACNA-KC president, vice president, and secretary. |

| Products Trade Show & Industry Seminar - 9/18/2007 |
SMACNA-St. Louis hosted their annual Products Trade Show & Industry Seminar on Tuesday, September 18, 2007. The event was held at the Greensfelder Recreation Complex in Queeny Park, St. Louis. An update on the status of ASHRAE’s development of Standard 189 was provided by Peyton Collie, who discussed five topic areas of the proposed standard: sustainable sites; water use efficiency; energy efficiency; impact on atmosphere, materials & resources; and indoor environmental quality (IEQ). Peyton Collie will be coming to Kansas City to speak on ASHRAE 189 in mid-October; please see the “Education” section of this Website.
The seminar was followed by the Trade Show, with 27 different SMACNA-St. Louis contractor’s products and 22 different exhibitor displays. | Kansas City Missouri Workforce Ordinance Information Session - 7/12/2007 |
The Construction Workforce Board, appointed by Mayor Funkhouser, met for the first time on Thursday, July 12, 2007 at the Kansas City City Hall to discuss a new workforce ordinance. Attendees included: Don Greenwell, The Builders’ Association; Ed DeSoigne, The Heavy Constructors Association; Bridgette Williams, AFL-CIO; Steve Miller, The Miller Law Firm; Phillip Yelder, Administrative Director; Ray Malone, Malco Steel & Chairman, KC Fairness in Construction Board; and Khensa Karim & Arthur Tanner of SMACNA-KC. Because of the great importance of this meeting, a condensed outline has been provided below.
· Workforce Ordinance (Sec. 38-83.1 through .13): passed April 26, 2007, Effective July 1, 2007
o Applies to City Construction Contracts with over 800 labor hours and $324,000; benefits women & minorities
o Purpose: increase recruitment, training and retention; promote preparedness and apprenticeship programs; further retention of minority and women in the current workforce, i.e. journeypersons
· Goals: Roundtable of Industry/Labor/Community
o Company-wide (in KCMSA); no residency; 10% minority (20% incentive); 2% women (4% incentive); Apprenticeship programs 30% minority & 5% women
o Review: every year by HRD Director and Construction Workforce Board & City Council
· Construction Workforce Board (Sec. 38-83.11)
o Purpose: involve industry, labor & community; public accountability; expertise/resource; input; transparency
o Members: appointed by mayor; one member and one alternate including representation of subcontractor associations; chairperson appointed by mayor
o Responsibilities: monitor program, offer community input to HRD, report issues & make recommendations to City Manager and City Council, hearing appeals
· Monitoring & Compliance (Sec. 38-83.7): at time of bid, monthly during project, and end of project
· Good Faith Waiver: required if goal not met; based on efforts before & during project; union contractors; support efforts of JATC; written request to Labor Unions; written request to JATC; increase participation over next 5yrs in apprenticeship program—minorities 30% & women 5%
o JATC partner with workforce preparedness programs, employment referral programs and school-sponsored programs
o Collaborate with labor unions on mentoring programs for journeypersons; require subcontractors to comply with good faith efforts; maintain current files of workers identified by Labor Unions
o Non Union Contractors request in writing to HRD Director for assistance; advertised; recruitment efforts; maintained file of job applicant
o Promote retention of minority and women journeypersons; require subcontractors to comply with good faith efforts
· Sanctions for No Good Faith Effort (Sec. 38-83.10) Director may recommend: assessment of liquidated damages & contractor be ineligible for City Contracts up to one year
· Appeals (Sec. 38-83.12)
o From determinations or recommendations by HRD Director: no good faith effort; liquidated damages; ineligible for City Contract for up to a year
o Procedure: request review by Board within 10 days after determination; date for hearing will be set within 21 days after request; hearing: rules made by Board, subpoena witnesses and documents, record proceedings; power: affirm, modify or revise determination
· City Recruitment of Workforce (Sec. 38-83.5)
o Sponsoring workshops: promote construction industry, encourage residents to apply for apprenticeship programs & journeyperson jobs
o Partnering with schools to provide: job readiness training; construction trade awareness; construction trades training; skills assessment training
· City Reporting Requirements: Submit affirmative action monthly report to Construction Workforce Board, number of resident minority and women construction labor hours performed in a format acceptable to Construction Workforce Board
Future meetings will be on the third Wednesday of each month at 2:00 P.M. on the 4th floor of KCMO City Hall. The meetings are open but discussion will only be among committee members. |

| Interfaith Worker Justice Award - 9/3/2006 |
On September 3, 2006, the Interfaith Worker Justice presented Arthur Tanner with an employer and contractor of the year award.
In addition to this award, Arthur has received the “Contractor of the Year” Award by the Minority Çontractors Association of Greater Kansas City, the “Minority Construction Firm of the Year” by the Greater Kansas City Chamber of Commerce and the Curtis A. Franklin Award for “Outstanding Business Person of the Year.” Along with his church and community service, Arthur demonstrates a concern for youth, saying, “As leaders we must make every effort to educate, train and support the men and women of our future.” |

| Council of Chapter Representatives - New Port, RI - 6/4/2006 |
| In June, SMACNA Chapter Executives attended the Council of Chapter Representatives as a way to exchange information between chapters regarding chapter programming, administration, etc. The meeting, held June 4th through the 6th, 2006, had a pleasing turnout of executives nation wide. Although many topics were discussed, some of the larger issues were Pension Reform Legislation Rational, regular testing and or testing of HVAC dampers, the National Pension Fund, and increasing the effectiveness of minority, female, and disadvantaged owned business mentoring. |

| Hosted jointly by SMWIA and SMACNA, over 425 contractors, chapter executives, business managers, and JATC Coordinators attended the March 30th through April 1st Partners in Progress Conference. Numberous information sessions were offered to fit every contractors needs including but not limited to, increasing market share, the reshaping of the industrys future, Lean Production, and the New MasterFormat, which will be offered to SMACNA-KC Contractors in September, and the merging of the union with BRS and UTU. |

| At this years Collective Bargaining Orientation, Stephen J. Burton, Felhaber Larson Fenlon & Vogt, was presenter of the education pgoragrm, The Legal Framework for Collective Bargaining, 2006 Collective Gargaining Orientation, in Dallas, Texas on February 14, 2006. The presentation, attended by Bob Tracy and John Wald addressed many dos and donts when preparing to bargain: industry trends, legal framework, bargaining relationship under the law, language, authorization cards, and procedural rules. |

SMACNA-KC celebrated its 55th Anniversary with the President’s Ball and Installation of Officers black tie event, held at the newly renovated President’s Hotel in downtown Kansas City, MO.
SMACNA-KC executive director Khensa karim acknowledged special guests, Ken Alexander, Business Manager, Local No. 2, Bob Marcusse, President, Kansas City Area Development Council, Mark Kind, The Business Journal, Luann Ridgeway, Missouri State Representative, Becky Nace, Councilwoman, Kansas City, MO, Mike Kotubey, Midwest Mechanical Contractors, & Mary Cyr, Board Member, AIA. Ms. Karim noted that every year the Board of Directors elects a new slate of officers to take on a leadership role in helping SMACNA-KC achieve its mission and promote construction excellence through designs and building using SMACNA standards. This year the board elected Paul Russell, Cates Sheet Metal Industries, Immediate Past President, Robert Zahner, A. Zahner Company, President, Arthur Tanner, Tinmaster, Inc., Vice President, & Tom LoScalzo, Environmental Mechanical Contractors, Secretary Treasurer.
President Zahner spoke about SMACNA-KC vision and direction, acknowledging Khensa Karim's leadership, dedication, and focus to achieving the vision and her role and active involvement in the Kansas City area. He acknowledge Ken Alexander, local No. 2 business manger and his leadership role on the labor side, and the commitment to being active partner to make a positive difference in the sheet metal industry and the lives of the sheet metal workers. He acknowledge Brent Mayhew's safety training program and Jay Lind's hard work at the JATC. Zahner and Karim, presented Bill Basore, W.C. Wiedenmann & Son, with an Appreciation award and acknowledge his nomination by the board's to the SMACNA-National College of Fellows. They thanks him for his many contributions to the sheet metal industry, SMACNA-KC, SMACNA-National, Mokan Health & Welfare Fund and committees and trusts on which he served and continues to serve.

On March 24th, 2005, the Kansas City Labor Management Council held its 7th annual awards dinner at the Weston Hotel, in downtown Kansas City Missouri.
Some of the noted guests were Kansas Govenor Kathleen Sebelius, and Congressman Dennis Moore. |

| 2005 National Apprentice Contest - 5/4/2005 |
| The 2005 National Apprentice Contest took place from May 4th through the 6th of 2005. Apprentices gathered from across the county to compete against one another. The contest was held at the HVAC & Metals Institute on the Portland Campus. An awards banquet was also held Friday the 6th at which time the winners were announced. |

On October 24th – 28th, 2004, the 2004 Annual Convention was held in Maui, Hawaii and SMACNA – Kansas City was honored to be recognized once again.
Khensa Karim, Executive Director, was honored with a special thank you for the donation of the centerpiece gifts. Khensa was also named as a member of the Chairman's Club, along with SMACNA Member James Hausman, for donating at least $1,500 in personal monies

| SMACNA/OSHA Partnership - 10/10/2004 |
On December 12th, 2004, SMACNA and OSHA have entered into the "Work Safe Partnership Program".
This partnership will provide incentives to participating contractors who voluntarily improve their safety and health performance and demonstrate the implementation of an effective safety and health program. Incentives will include special recognition from OSHA, i.e. focused inspections, and reductions in penalites. |

| Senator Sam Brownback Meet and Greet August 11, 2004 - 7/11/2004 |
On August 11th, 2004, Khensa Karim, Executive Director, in conjunction with SMACNA - Kansas City, held a Meet and Greet fundraiser for US Senator Sam Brownback, at McCormick & Schmick's on the plaza. Where invitees were able to talk to with the Senator on a one-on-one basis. There was a total of $11,350.00 raised for the Senator.
